Energy Scorecard

This week the House will vote on two bills recently passed out of the House Science Committee that would significantly enhance government transparency in regard to regulatory rulemaking.

The EPA has aggressively pursued a regulatory agenda that not only hinders human flourishing, but also fails to address the most important environmental issues. For example, the MATS rule imposes costs of $10 billion a year by EPA’s own estimates, but only $6 million in benefits come from reductions of air toxics, calling into question if there were more efficient ways to reduce harmful pollution.

Making matters worse, many of regulations rely on science that the agency refuses to make public to enable independent verification of EPA’s conclusions. H.R. 1030 would open the process up and prevent regulations from moving forward unless the agency makes publicly available the scientific and other technical information used to justify its regulations. This legislation is an important step toward bringing transparency to the regulatory process by preventing the use of secret science.
