Key Vote: H.R. 1029, the EPA Science Advisory Board Reform Act

This week the House will vote on two bills recently passed out of the House Science Committee that would significantly enhance government transparency in regard to regulatory rulemaking.

In 1978 Congress established the EPA Science Advisory Board to provide advice to the agency on its use of science in regulatory rulemaking. HR 1029 would make a number of common sense reforms. First and foremost it would improve public access and participation to the work of the board. In addition, it establishes qualifications for members and requires more public disclosure during the nomination process so any conflicts of interest, including the receipt of grants from the EPA, are disclosed before confirmation. Overall these small steps will go a long way toward creating an independent, fair, and transparent board that will help improve the use of science at the EPA.
